FBI, News Flash

Today the FBI, in conjunction with worldwide law enforcement agencies has issued a new policy guideline for the identification of felons. In addition to frontal and profile photographs, a photo of the top of the head must be added. This change in procedures is necessary because the vast majority of the population has their head down looking at their phones, therefore, it is no longer possible to differentiate suspects without this additional information.
